The DARS Architecture

An independent national framework for organizing adoption knowledge, law, public resources, professional services, research, technology, and lifelong support within one structured system.

The website is the public interface. The DARS Architecture is the infrastructure behind it—designed to connect, organize, and preserve the knowledge and resources of the American adoption ecosystem.

DARS is not another directory, search engine, or referral network. It is a structured institutional model designed to connect the many existing pieces of the American adoption ecosystem so they can be understood, accessed, studied, and sustained over time.

Adoption knowledge already exists in abundance — inside agencies, courts, universities, law firms, nonprofits, research institutions, historical collections, and professional practice. What has been missing is a common architecture that organizes that knowledge without erasing the legal and institutional differences between states.

Core Architectural Layers

The DARS model is organized into seven interdependent layers. Together they form a single, coherent framework that can operate at both the individual-user level and the institutional level.

1. Law & Government

Federal and state statutes, regulations, court processes, government programs, records systems, public agencies, policies, and state-specific adoption requirements.

2. Professional & Institutional Resources

Adoption attorneys, public and private agencies, social workers, clinicians, courts, universities, nonprofit organizations, researchers, educators, and other qualified participants in the adoption community.

3. Knowledge, Research & Literature

Academic research, adoption studies, statistics, institutional reports, professional publications, books, educational materials, catalogs, historical literature, and primary-source collections.

4. Technology & Innovation

Structured information systems, modern search, data architecture, artificial intelligence, digital research tools, and emerging technologies that make complex adoption knowledge more accessible and useful.

5. Navigation & Decision Support

Organizing information around the actual questions people bring — from “How do I begin an adoption?” to foster-care permanency, records access, search and reunion, legal research, and post-adoption support.

6. Lifelong Adoption Resources

Resources for adoptees, prospective and adoptive families, birth families, foster families, and professionals across the entire adoption lifecycle — not only through finalization.

7. Standards & Institutional Knowledge

Consistent methods for organizing, verifying, and maintaining resources; identifying gaps; documenting differences among states; and building a durable institutional memory of the American adoption ecosystem.

Design Principles

State-specific, nationally coherent Adoption law and practice remain primarily state-based. The architecture preserves those differences while providing a common structure through which they can be understood and compared.

Interface vs. infrastructure The public website is the visible interface. The deeper architecture — standards, verification protocols, institutional relationships, and knowledge organization — is the durable asset.

Accessible and research-grade The same framework must serve someone asking how to start an adoption and someone conducting sophisticated legal, historical, or policy research.

Connect, do not replace DARS does not assume the role of government or existing institutions. Its purpose is to organize and strengthen access to what already exists.

Pilot → methodology → national model California Phase I tests the architecture at regional scale. Lessons are documented and refined into a repeatable methodology for additional states.

California as the First Implementation

California Phase I is the first comprehensive state-level application of the DARS architecture. It is the living laboratory in which resource mapping, verification protocols, institutional engagement, and navigation design are developed and tested before national expansion.

What Success Looks Like

Over time the architecture is intended to produce a permanent, independent national infrastructure for adoption knowledge — one that can support ordinary citizens, professionals, researchers, and policymakers without requiring them to navigate a fragmented landscape of agencies, websites, and institutional silos.

The goal is not a single database. The goal is a coherent system of organization, verification, and access that respects the complexity of American adoption while making that complexity legible.
